Joelle Salerno is the Government Affairs Director for the Western Pennsylvania Chapter of the National Electrical Contractors Association (NECA).
During her four years with NECA, Joelle has focused on a number of state and federal legislative initiatives related to the electrical contracting industry. She was a part of the team that negotiated and gathered support for final passage of Pennsylvania’s Commercial Property-Assessed Clean Energy Financing Authorization bill (SB234, Act 30 of 2018) and the Prompt Payment for Sub/Contractors bill (HB566, Act 27 of 2018). She also works to expand awareness of the NECA-IBEW joint apprenticeship training programs, which prepare the most highly-skilled journeyman electricians to meet the demands of the Western Pennsylvania construction economy.
Joelle came to NECA with four years of federal legislative experience, having worked on Capitol Hill as a legislative staff member for a Member of the U.S. House of Representatives.
She earned a B.A. in International Studies focusing in U.S. Foreign Policy and Russian Language/Area Studies from American University in Washington, D.C. She is a native of the Pittsburgh area and currently resides in southern Allegheny County with her husband, 1-year-old daughter, and 2-year-old labradoodle.
